UNDERNEATH IT ALL

Watching Congress this past week has given us all a sense of proverbial déjà vu.

The reason is simple. The Republicans still cannot handle the fact that they lost the election last November. Their current approach to the nation’s business is to pretend that what mattered to them during the election still matters to the voters.

What mattered to them then? Abortion, certainly. Consequently, Congress and state legislatures are throwing up even more restrictive bills and suggestions, closing clinics, and in the process continuing to alienate the female voters of the US of A.

Gay rights, or maintaining the lack thereof, certainly mattered to the Republicans during the campaign. But here the Republicans have backed off in favor of struggling over the inclusion of women in the Armed Forces who will, ideally, be allowed to take their place in the front lines of combat.

With the postponement of having once more to face a fiscal cliff, or a financial shutdown of the Government in the Spring, the Republicans have an opportunity to work bi-partisanly on a new tax structure for the country. Are they doing this? No. They’re still engaged in protecting the very rich from the rest of us.

Facing their own compromise creation of automatic across the board cuts in government programs and spending, known as the Sequestor, now they’re fleeing from it, under the guise of protecting the Defense Department and hence the entire country. On all sides men and women of good will and greater intellectual heft are saying the Pentagon is sinking in unnecessary programs, planes that won’t fly, waste and fraud. The Republicans, as evidenced by their final questions this week to former senator Chuck Hagel on his nomination as Secretary of Defense, having tried to carve the man up and feed him to the Potomac river gods, wanted to know if he would continue the defense projects in their own districts. Can pork be far behind?

And the push for a more civil demeanor in both houses was decimated by Senators McCain, Cruz, and Graham as they assaulted Hagel in what seemed personal terms and battles. O course, a lot of this was political theatre, in order to prove to the younger guns of the GOP that these three could be as mean and bitter and uninformed as anyone. So much for politeness, respect, and thoughtfuless.

One consideration that falls outside the déjà vu category at this time, however, is immigration. There, unbelievably, we may actually see a plan endorsed and created by members of both parties. This is a pressing need for the country at large, and an even greater need for the Republicans if they ever hope again to hold power. The apparent motive for this moment of tentative agreement is based entirely on fear of never wining the White House again. Fine. Maybe that’s what it takes to get things done.

And then we come to gun control.

But underneath all of this, and too often overlooked, is the continuing Republican effort to suppress voting rights in this country.

During last fall’s campaign, Republican statehouses under Republican governors tried their damnedest to keep people who might be expected to vote Democratic away from the polls entirely. Florida, North Carolina, Kansas, Pennsylvania, Ohio, Wisconsin, and Arizona all made a pass at demanding changes in a system that has worked but with which they cannot win. Photo IDs, purging voters’ rolls, cutting hours for early voting, limiting absentee voting…all were tools in their efforts to keep what they consider a level playing field level, if not slanted ever so slightly in their own favor.

Happily, Federal and state judiciaries thwarted many of these plans, but not, alas, all. And in fact hundreds of thousands of our fellow citizens were dissuaded from voting, or simply frightened away from doing so.

Sending out postcards with incorrect dates for the election itself was the silliest and most egregious effort of the GOP.

Worse, some of the ideas advanced by these legislatures are still current and choice, not having been struck down by the courts in their entireties, and therefore liable to play a continuing role in keeping Afro-Americans, students, and the elderly from participating in what we lovingly call American democracy.

We watched, and warned, and worried — but, happily, so did others. The sleaziest efforts were mostly denied by the courts. But now, finally, we come to the matter of having to teach Republicans what democracy is all about.

As you probably know by now, being unable to win the White House or even make much progress within Congress, the Republicans have decided to change the rules in how electoral votes are allotted. If you can’t achieve your goals legally, the surest way to win is to cheat.

The new Republican plan is simple: devalue the votes coming from urban areas in favor of more heavily weighing the votes from small towns and rural areas.

Their reasoning is simple. Big cities are too often bastions of democratic power. New York, Boston, Philadelphia. Minneapolis, Los Angeles, Seattle. Even Denver and Las Vegas are now suspect.

But conservative Republican power stems from smaller towns and un-incorpated boroughs, from farm settlements in the Midwest, from smaller communities seeking to play a role and a bigger voice in national politics.

Rather than award a state’s electoral votes to the winner of the popular vote in that state, Republicans have now decided to go proportionately. Which is to say, for example, Virginia wants to make the votes cast for the candidate receiving the fewest votes matter more than those cast for the candidate receiving the most. As the New York Times notes, for this state the “integrity of the vote” seems only to count when and if the Republicans are winning.

The Virginia plan is direct and to the point: make the rural vote matter more and the urban vote count less.

So much for one man one vote, the foundation of our nation. Each urban voter would equal only a fraction in power that the rural voter wields.

Here is another example of how this brand new if you can’t beat ‘em, cheat ‘em idea works. In Ohio, President Obama won by a margin of 160,000 plus votes. But he carried only four out of 16 Congressional districts. If the votes in these four urban districts could be diluted in some way that favored the rural districts, Romney would have won the election.

Therefore, if votes are allotted proportionately, i.e., to the candidate who won most broadly – even if his or her total were less than another candidate — voila! You have a Republican president or Congress. In Ohio, Mr. Romney won in 12 Congressional districts. His vote tally was far short of the president’s. But because he won in more Congressional districts than the president, he, Romney, would win a greater portion of the electoral vote.

We hope this ruse is clear, because our own head is swimming.

We’d all like to think that well-meaning jurists in the country would disallow these schemes. But look what happened recently in a federal court — all of the three judges ruling there were Republican appointees — when a decision came down telling us that the President had overstepped his constitutional power in the matter of recess appointments. This was the upshot of Republican game-playing, maintaining that the Senate was in session even though it was on holiday and the Senate manned only by three or four members who had the power to open business each day.

Which is to say we can depend on nothing other than ourselves to stop the devaluation of a system the world envies and admires.

We have in the past suggested that the new renegades in the House who are Tea Partiers go back to school for remedial study in government and democracy and economy.

It appears clear that most Republicans – in their lust for power – neither know nor care about the principles upon which our country was founded. Those remedial classes should be jammed.
